In Italy, public policies have difficult processing, and even more difficult implementation. It is normal for a number of unexpected side effects to occur as a result of a public policy. Likewise, it is normal that a public policy determines an impact which is appreciated ex post, but cannot be identified with the original, designed one. So much so that many policies resemble a bet, rather than a project. In other words, they are always exposed to a universe of factors and circumstances which may destroy or change their theoretical assumptions, independently from any effective and measurable government capacity. This is the sign of a democratic regime's structural fragility and of the government capacity expressed by it: its difficulty in feeding its policies with sufficient legitimizing doses and tools in order for the policies to achieve the desired effectiveness. It is a classic theme for political science; in this volume, it is revisited in the light of the different types of empirically conceivable legitimization and of the contemporary state's ability to produce social regulation.

All'Ufficio Assistenza Sociale, di cui si presenta l'inventario, fu attribuito il compito di sovraintendere alle attività riguardanti la lotta antitubercolare, la propaganda igienica e le varie forme di assistenza all'infanzia, il contrasto all'accattonaggio e al proliferare delle baracche. Sua competenza era inoltre quella di programmare le provvidenze per le famiglie sfrattate da ricollocare nei ricoveri, nelle nuove borgate o nelle case convenzionate, a seconda del loro livello economico. La concessione di sussidi agli indigenti e di premi per le famiglie numerose conclude infine la molteplicità delle attribuzioni dell'Ufficio Assistenza Sociale. Tra tutti questi settori di intervento quello su cui si è concentrata l'analisi delle fonti, con il saggio di Simona Lunadei che accompagna l'inventario, è quello che riguarda l'assistenza ai minori attraverso le istituzioni di cui il regime si è avvalso, potenziandole e trasformandole rispetto al regime liberale.

The present study analyzes the historical framework of contemporary Ethiopia. Particular attention is given to the economic and political events from the regime change in 1991 to the death of TPLF leader Meles Zenawi in 2012. In line with the Braudelian historical analysis three aspects will be taken into consideration: the Ethiopian Empire under Haile Selassie's rule, the Ethiopian Revolution of 1974, with the rise to power of the Soviet-aligned Derg, and the ensuing civil war with the Maoist guerillas of the TPLF. In addition, the TPLF regime will be examined according to its three underlying concepts - revolutionary democracy, ethnic federalism, and developmental state - and defining theories - neo-patrimonialism, vanguard capitalism, and political marketplace.
